The required web editing skills are modest. We use Dreamweaver, but I let
kids using raw HTML if they like. The main thing is that they demonstrate
their understanding of the needs of a virtual team, and the tools that can
help satisfy those needs.

The software functions specified in
http://www.vcaa.vic.edu.au/vce/studies/infotech/it-apps-software-sr.pdfsays:

"Students should be able to demonstrate skills with the following software
and functions for Outcome 2.
Web authoring

• Cascading Style Sheets
• edit and format text
• links (relative and absolute links, internal and external links)
• navigation
• screen formats such as tables/frames/shared borders
• tagging (metadata tags, alt tags)
• forms
• import images/sound.

With Dreamweaver CS4, CSS is virtually mandatory since the old text
formatting system has been removed.
As for using forms, kids can't get them to actually post in the school
environment (since forms need server-side help to be posted) so they have to
be simulated.
