There are a number of free vmware products - vmware player and vmware
server. You can create a virtual machine using the server and run it
using the player. There are also some websites and apps that will
create a virtual machine for you for free. USB sticks are suprisingly
fast... unless you're running USB1.0 in which case performance will
suck anyway. Your other option is to use microsoft's virtual machine
(I forget the name) which is also free, though last I checked it
didn't run linux graphics (but could do a command line install, which
should be fine for a server)

Your other option is to beg and plead the technicians to let you run a
linux/WAMP/Moodle VM on one of the existing servers.
