I agree that it seems the student has not attained an S in their SAC, however, SACs are not the only determiner for whether a student passes.

You have to determine whether a student satisfactorily demonstrates the key knowledge and key skills for each outcome, but this can be determined from initial 'non-assessed' tasks or from folio type tasks as well as the SAC.

The SAC only really has to determine contribution towards study score. For the most part, a student demonstrates their 'S' in the SACs, but if your school is anything like mine, a kid who 'fails' a SAC still needs to get an S...for your own peace of mind you may need to help that kid learn what they need to to get an S legitimately in your eyes.
