[elearning] Online media, tagging and voting

A Ning is probably the way to go, even though it's no longer free, it 
fits the bill of what you are looking for Paul. If you are using your 
own dedicated web space then there are probably a number of equivalent 
FOSS stripped down social network applications you could host and use. 
I'll put up links on Monday if you like.
