With the change to the VCE course last year there were a number of changes that many may have overlooked.  The introduction of design factors, fundamentals and applications was one of those changes.  
 
If you read VCE Design and Tech Study Design (bright blue booklet from VCAA) page 26 - Designing for Others Outcome 3, you will see at the bottom of the page that the key knowledge, dot point 3 - "design factors, fundamentals and applications relevant to identified problems needs or requirements" is there.  It is also in Key skills.  It was question one on last years exam.  
 
I actually thought that the use of the water wall tank was a reasonable example - inclusive of both genders and related to an issue that all in Victoria (country or city) could relate to.
 
I don't say that it is easy to understand but if you give your students a photocopy of p. 36 from the above booklet and talk them through it it may help.  Odds are this will come up again in this years exam.
