In fact, you need to keep in mind that a lot of currently-available
resource and assessment material had to be written even before the *study
design* was finalised, let alone knowing what the advice for teachers or
assessment criteria might contain.

Only VCAA publications are canonical.
Everything else is advice, or best guesses.
