[vet-mm] VCE VET IDM - see attached!!

Because it was not possible to complete the new Cert 3 in one year, there was a dilemma, ie that students finish Units 1-4 with only a Cert 2 and partial Cert 3. 
I think industry, tertiary institutions and most teachers would agree it is better to come out of VCE with a completed Cert 3. Doing Cert 2 and 3 really requires 3 years so some schools may offer the Cert 2 at year 10 and then go onto Cert 3 at year 11 and 12.
