[Technical] Mac woes continue with Network & internet student access

Only write to you when I want something !!!!

Currently, no STUDENT mac users can access their personal drives or the internet (via a filtered and charged proxy server.
If they did access the internet, it may be unmonitored or uncosted.

Also there seems no way to run the equivalent of a NETWORK based .bat file to automate actions on user startup for the Mac users.
This prevents use of many neat reminder systems etc. 

Are there any ways around this ? 
Is a sepereate mac server somhow connected with our user database the only answer ?  
Would this indeed BE an answer ?

Macs are a developing problem for student network use, especially after the enourmous problems with the Mac Notebook rollout time
wasting (with the installation of Virtual PC they took hours EACH !!)
