[Year 12 SofDev] SD exam 2016 - A20 - FR and NFR

the question a20 lists Non FR with a number

is it not irrelevant whether it has a number but more relevant if it is functional or NON functional?

are there many people who neglect to define functional as something the software actually does that one want s it to do?
and non functional as other things (such as it it could be blue text on a pink background)?
