[Year 12 SofDev] U4O2 - a collaborative request

Of course the Ultranet excludes all non-gov schools.... sigh.

And anyway, we basically decided the Ultranet is not the best way to achieve
our collaboration goals. We use Google groups, forms, sites, docs.
