[Moodle] Release of the Ultranet Request for Tender

It's a selective tender between "Blackboard Australia Pty Ltd,
Desire2Learn Incorporated, Microsoft Australia, Oracle, and RM
Asia-Pacific". Good god I hope it isn't Microsoft (for obvious
reasons) or Blackboard (who have made the worst e-learning software
I've ever come across, and even tried to patent the concept of an
LMS). Oracle is respectable expect for having no noticeable background
in education. And I haven't heard of the other two.

Blah.
