[Year 12 IT Apps] Assessment of Web Development

I haven't actually taught IT apps, but back in the days of IPM there was a web development SAC.
For the 'Development of solution' I used the following, and then scaled the total to fit whatver this section was worth.
(Studentd had been told beforehand what skills/functions they were expected to be able to demonstrate and the nature of the task gave them plenty of non-contrived scope to make use all all functions listed:

      Use of appropriate folder structure

           meaningful/descriptive html file names.................................... 1

           meaningful/descriptive folder names........................................ 1

           some sort of hierarchical folder structure.................................. 1

      Functions included/used:

           Text and image ......................................................................... 1

           Any 2 of : internal link, external link, nav. button..................... 1

           Any 3 of (formatting)................................................................. 3

      Font effects (bold, italics, headings), Colour, Rules

      Lists (numbered, bulleted), Tables (for display of data)

      Background

           Any 3 of (forms)........................................................................ 3

                submit/reset, text box, radio buttons, checkbox, drop down list, 

                scrolling textbox

      Testing

           indicates that links will be tested............................................... 1

           indicates that images will be tested........................................... 1

           test descriptions are complete/comprehensive.......................... 1

      Degree of coherence between design and product

           little, none, or no design............................................................ 0, or

           medium  .................................................................................... 1, or

           high        .................................................................................... 2

  In preparation for Unit 3 Outcome 2 I'm trying to develop very structured criteria for marking the actual building of the prototype website. I find this, development section, the hardest section on any assessment task to justify to my students where and why they received (or didn't receive) marks. I'm currently marking a commercially acquired practice assessment task - where "X" marks for development have been allocated, but only general advice on how to allocate them is given in the solutions. I realise some marks can be straight forward - for example, hyperlinks working, etc, but just wondering if anyone has any more specific guidance on how this should be address.
