[Year 12 IPM] Proxy avoiding web sites and individual user accounts

Our students are provided with $x per month as follows:
Yr7 and 8 $2
yr9 and 10 $3
yr11 and 12 $4
This year I only had requests from 2 students to increase their 
allocations. They were advised to be more judicious in their choice of 
Internet sites and their belance would be restored on the 1st of next month.
