[Year 12 IPM] Proxy avoiding web sites and individual useraccounts

We have a similar system. Our students receive credit every Monday
morning (up to about 80c for VCE students) which is automatically
credited. We use Papercut. 
We used to give them a set amount at the beginning of each term but many
students (especially the heavy users) had used their allocation in a
week or two (which sometimes meant during class that they struggled to
do some tasks as "I have no credit"). 
This way at least ensures that they have some credit for the majority of
the week.
If they don't use it all in one week, it carries over to the next week
and gradually builds up. Next year we will have the facility for
students to buy credit at the canteen and top up their own accounts if
they wish to. At the moment any extra credit they buy is done through
the front office.
