GameMaker:

1. It has to be fun - 5 stars here

2. Its not wizard driven, all sugar, there's deep thinking involved  

3a. correct programming techniques - though its event driven and object oriented, you can still produce spaghetti code, at least when I code, there's not much of a driver to produce tightly structured code. Its  similar to VB in a lot of ways 

3b extendible skills into other languages - its got all the usual control and data structures

4. It has to have some file storage capability - yes got that
