Has Dia been ported to Windows? I’ve used it for years on Linux, it’s very useful for quick and dirty flow charts as well as entity diagrams and UML

We plan on using Dia (http://live.gnome.org/Dia), as we’ve used that in the past for Network Diagrams, flow charts, etc, and it supports UML.  It’s also conveniently FOSS under the GNU License.

Please excuse my ignorance, but doesn't the "U" in UML mean "Universal"?  So how can there be preferred UMLs?

Do you mean preferred tools for representing UML (like Visio)?
