[Opensource] Australian Curriculum consultation paper

I initially had problems registering with that site.  I wonder if it's
not quite standards compliant.

I wonder if we should copy all the content somewhere and invite a much
more consultative, collaborative feedback loop to take place?  Something
where people can comment and dialogue with each other - rather than just
send responses back without wider debate?

A wiki maybe.
