Hi Andrew

In another school i worked at, I devised a solution using Sharepoint - with workflows and electronic approval. Admittedly, the solution cost money to purpose build, but in my humble opinion was a terrific solution.

We have Xerox Docushare which supports it but the interface is not as
intuitive as it could be, am searching at the moment but seeing what
others may use.

Sounds like you need a document management system with workflow control.

Google shows quite a few free Web based ones, many more than when I was
fishing around for something similar about 2 years ago.
