[Offtopic] Students Awards Database

Dear all,
I have been given the task of developing a College Colours Awards
system.  I thought I would ask to see if any one has a similar type of
system.
Essentially students achieve awards in a sub category and then when a
certain number of these are received they get a commendation, this then
moves to a shield based on a number of commendations then to half and
full colours.

I am looking at either Access or Excel for the solution as these are the
tools at my disposal.

I need to the data entry as simple as possible, preferably based on
student number, then award category award type and finally the reason.

Any ideas examples or help would be great.
