Make sure you restart your web server service after you've changed php.ini,
otherwise the changes won't take effect until the next time you restart your
server.

If you're running your web server on Windows, go Start -> Run, type CMD into
the text box, press enter and type "iisreset /restart" into the black box,
and then press enter.

For Linux, the most common method is "/etc/init.d/apache2 reload"

If you are having trouble changing the file upload size, you need to
modify the php.ini file first before Moodle will allow a bigger size.
The values you need to change are:
post_max_size =
and
upload_max_filesize =

I have mine set to 32M.
Once this is done you will be able to set a higher default value in
Moodle.
