G'day Benjamin.

CMS and online web services certainly seem to be the way most small sites
are going nowadays.
The good ol' days of static HTML pages seem to be in rapid decline.
I've planned to convert vceit.com to CMS several times, but the thought of
converting hundreds of HTML pages gives me the willies, so I have a quiet
beer and forget about it.

But VCAA does publish their 'Software tools and functions'
<http://www.vcaa.vic.edu.au/vcaa/correspondence/bulletins/2010/July/vce_study.html#2>
which includes, for websites:

*Web authoring software*

   - cascading style sheet
   - edit and format content
   - links (relative and absolute links, internal and external links)
   - navigation
   - buttons
   - screen layout
   - tagging (metadata tags, alt tags)
   - forms
   - incorporate images/sound

While near the mark, Google sites don't offer *all* of those, so I guess
the answer would be, "It's a sensible idea, but probably not what VCAA has
in mind."
