[Year 12 IT Apps] tech question on Access 2013 webapps

I am looking at creating web apps with Office 2013, specifically Access 
2013.

The documentation says it must be used with Sharepoint.

Is there any alternative? Can I use this with a local server such as 
easyPHP or server2go?

Any comments?
