In reality neither approach works as an all one or all other system.
Mix and match depending ability of teachers etc is always best
The problem is getting enuf allocated time for the eLearning coaches to get into all classes of all subjects.

With other system
I have had ICT skills put into all reports as a criteria for all assessment tasks given.
It still didn't happen
