I more asked the question from a technical view point. i.e. what have
schools done to prevent anonymous proxy use. 
In short though the students in question are referred to Year level
Heads and the director of students who deal with each case based on the
three strikes policy.
The school does have a good bullying policy but from my point of view I
really only make initial case referrals and then depending on the
circumstances consult on it from a technical stand point.

Can I also ask what roll IT teachers/Coordinators are asked to play in
dealing with bullying? What happens at your school when a student is
subjected to bullying and harassment?

You are probably brought into it if it occurs online I suppose. The
comment about "how you dealt with it" intrigues me.

I thought that I might just send a little warning around.

We have currently been dealing with some issues of cyber bullying and as
a result we have discovered students using a website called Kproxy this
website allows students to bypass other security methods in our case
sina filtering and possibly many others. 

If any one has had dealings with this site please let us know how you
dealt with it.
