[Year 12 IPM] Proxy avoiding web sites and individual useraccounts

Our office staff directly handle any money and requests, add it to student
network accounts for Internet and printing, create new user login accounts
on the fly etc.

They are certainly worthy of a christmas song for all their patience and
skills :-)
