[Year 12 IPM] OTT - VELS Reporting Software

This might be a really dumb question and forgive me if it is.  I was under the impression that state schools (at least) were/have been provided with the reporting software which is the baby version of markbook, so are you wanting more than the basics provide by Semaphore (the markbook company) or are schools expected to buy their software? We already had Markbook so didn't require additional software
