Q2 includes the word "design" surely sorting by surname is not part of
the design and 
"standardise how the phone number's area code is entered" would only be
marked correct IMHO if it included some reference to the design ie the
use of drop down lists.

Or

They got this wrong as well and didn't mean to say "the design" but
rather meant the structure of the data.

Who knows?
