[Year 12 IPM] Fed Govt review of copyright & 'fair use'

Hi Keith,
I found the word document was protected but the PDF file was not. Ironically
since we're dealing with fair use and copyright, if you open the word
document with notepad, you can avoid the protection they have placed on
it... Have I just breached the fair use of the fair use policy?
