Why am I not happy that there is now enough slacktime for reviewers to do
justice and comb through our rushed application for funding? With laptops
that never arrive and now deadlines that jump about like rabbits. Either
somebody has lost the plot or we are just another pin in a giant pinboard
behind somebodies desk.

I could hazard a guess and suggest that the pins fell out and a cleaner
pinned them back in when nobody was looking ..
