[Design and Technology] The Destech Mailing List should be returning to regular email delivery

Hi Folks

 We have had a few interruptions to Edulists as different providers failed to deliver reliable service meaning I had to change two cloud providers in short order. This caused the inevitable disruption to email deliveries.
 I am monitoring daily test delivery of emails and over the last two weeks things seem to be stabilizing.
