No, the MMOS doesn't have to go onto the intertubes for it to be assessed. Schools' network security would make that difficult, and students' safety may be at risk if they had to actually publish to the world.
But the MMOS should be designed as if it were to be put online.
And Powerpoint would not need to be converted to HTML. There are services that will publish Powerpoints online.
