[vet-mm] query about fees

Hi all, 
I have a student who approached me to ask if it were true that if she completed Cert III at school in IDM, then she enrolled in another Cert III in a different area, she would have to pay full fees for the second Cert III.
 I don't know anything about this, but wonder if anyone out there can advise me?
