Hi Allan,

 I am guessing this is an "internal" decision to not bother with partial funding if a student has already had payment made -  albeit partial -  for a qualification he/she commenced but did not complete at another RTO.
I have the paperwork at school and will check it and get back to you.
Somewhat related is that  I did secure the Diploma of IT ( Networking) ICA50405 on our scope at Forest Hill College just last month. I am concerned however,  to not offer it to my Cisco type students as it may do precisely what many have reported - cut them out of a Cert III or IV if they wish to go back to this.  The better option would be to step through a progression with Cert I ( Yr 9 ) , Cert II ( Yr 10) , Cert III ( Yr 11 ) and either a Cert IV or Diploma at Yr 12 .  If the student was willing to step up to the Diploma and forgo the Cert IV then they could make that decision and take on the higher qualification. This would require extensive holiday work but is achievable.

I'll check the documentation and let you know what I find.

Hi Kevork

I was told by someone who works in TAFE that even if it is only partial completion of a Cert IV they won't be funded, but this was third hand or not sure if that is accurate or not. She said one of her students from this year went to an open day to look at completing a Cert III next year and was told by the TAFE that they would have to pay because they have started the certificate.

Hi Folks,

 I believe it is also the case if you train your student in say Cert IV, then they are not funded below that category thereafter.
That is to say, they will not be funded for a Cert III in First Aid if they have a Cert IV in Multimedia. However , if they have a partial completion of the Cert IV , then they can be funded.
For that reason, it makes good sense to train our students sequentially , for example:


1.       Cert I in Year 9

2.       Cert II in Year 10

3.       Cert III in Year 11/12

4.       Cert IV in Yr 12 if the student and the school are willing

I am thinking IT , Multimedia  here.

I spoke to our Fees expert and their advice is "Tell this person to get a quote from the RTO they're planning to enrol with. Remember to indicate if the enrolment is for 2010 or 2011, as the eligibility rules for Skills Victoria Contestable Funding change on 1 January."

Skills Victoria funding is very specific and based on age group
15 - 19 any course, any amount of courses
19 - 24 any course as long as it is a AQTF higher qual, ie Cert III must be Cert IV etc.
over 24 any Diploma course as long as the individual has NO formal training.
So for your student no extra training over the age of 24.
The aim of this is to have as many people trained at AQTF levels as possible by the age of 24.
