[vet-mm] Examiners Report

I was thinking the exact same thing.  SWF does require a plug-in, I thought
- only most (I've forgotten the percentage, but 98%) computers have it
already.  (Or has it been pre-installed in the latest versions of IE and I
don't know about it?)
