The number of staff should reflect the level of tech support the school wants. If you just have a file server and domain controller and new software is never introduced and if a workstation breaks down they can wait a week or so till it is fixed you do not need many staff. But if the school is working at the bleeding edge and demand 100% uptime you need a lot more staff. A complicating factor is also counting the degree of outsourcing incorporated in the ICT budget and if all equipment is under warranty. Perhaps a $/student comparison would be better?
