You could always try starting your machine up in safe mode. (Hold F8 while the machine is starting up.)

Log in as a administrator and then delete the file you want then. 

This method should prevent any permission problems from occurring.

Found this in the Program Files the other day, I have not installed anything
to do with eroca, so I tried to delete it and it tells me acess denied. I go
to Properties and unchek the read only box and still cant do it. Maybee this
is what is causing my machine to be extremely sluggish, I mean acting like a
300mhz machine running xp sluggish.
