Did you ever get clarification on this?

Again my take is that encryption is a key knowledge but is not a required part of the solution. My interpretation is that anything not covered in Unit 3 Outcome 1 is not a key programming requirement. Things like use of encryption, XML and perhaps even sorting are used where appropriate. 
If your not storing personal or sensitive data then it is not required according to Unit 4 Outcome 2.
