[Year 12 SofDev] Project management concepts and processes?

This statement:
project management concepts and processes, including milestones and dependencies (concepts), task identification, sequencing, time allocation, resources and documentation using Gantt charts (processes)

Appears in the Study Design and the SAT Performance Indicators

Why are  these terms classified as
Concepts:  milestones and dependencies
Processes: task identification, sequencing, time allocation, resources and documentation

The terms are all fine but I do not understand the concepts and processes differentiation.

OR am I completely missing the point?
