[Year 12 SofDev] 2010 scaling report

Hi all.  At some stage the 2010 scaling
report<http://www.vtac.edu.au/pdf/scaling_report.pdf>crept onto the
VCAA site.

For ITA and SD, it's about the same as always: ITA consistently marked down
2 or 3 marks compared to SD.
