I had another think about this question over the weekend. With pilot implementation, I would run the pilot until there has been enough time to evalulate the system before introducing it elsewhere. I wouldn't think a fortnight is enough time to evaluate a new system suggesting this perhaps was not pilot. 
 
In regards to a glossary, I believe that any term that has several interpretations depending on what book you read, what university you went to, who you worked for etc. should be included to ensure we all know what the VCAA expect. 
 
Something this study design's glossary did well for me was to clear up exactly when the logical and physical designs are made and what tools are expected to be used for each.
i.e. analysis phase = make logical design and logical design tools include DFD's and data dictionaries.
design phase =  create physical design using tools including structure charts and system flow charts.
If you read textbooks or the web there is certainly no fixed model for this. (logical design is often in the design phase)
