[Opensource] Testing Software

Hi....I guy at work asked me about testing software to use in TOEFL.  

The things he needs are 
1.  The ability to test writing
2.  The ability to record the student's voice for pronunciation
3.  The ability for him to record his own voice so that the student can hear it and answer appropriately (written or verbal).

Does onyone know of any software that can do this easily.  He has a basic understanding for computers so the easier the better.  I have a moodle server set up and told him he could use that but it does not have the microphone recording functionality that is easily accessible to his students.  Free would be ideal but commercial is ok too (he said he has some money in the account).
