I am wondering if there is a way to implement access control within an<BR>

We are trying to keep track of staff pd hours.<BR>
So a staff member accesses the database and updates how many hours and<BR>
what the topic was then submits to a central location.<BR>
The pd coordinator can then access the data and print it of.<BR>
Staff are only able to access there own records. The pd coordinator can<BR>
access all the records.<BR>

The school has asked for a access based solution but I am also<BR>
relatively sure it can we done Php Mysql, but not fully sure of how.<BR>
Any ideas on either option would be fantastic.<BR>
