[Moodle] Moodle permissions: student front page editors

I'm finding the permissions in Moodle 1.9 a little daunting and somewhat
different in their terminology to say Drupal or Plone. I want to enable
trusted students "Student Editors" to run the front page News Items. Any
ideas on how I set this up?
