Think about KnowledgeTree for document management.  It runs well and
authenticates against Active Directory for easy control.

The cms in question uses tomcat as a web server. We are using docushare
as the cms

Well, you could use http authentication to allow access to the
webserver. The application (CMS) would then have to deal with it's own
authentication. So everyone would have to authenticate twice - once to
access the web server, then (for staff) to log in as themselves (for
students) to log in as the guest. I don't know which web server you are
using, so can't point to how you would set this up. If you cannot access
the webserver itself, you could set up apache as a front-side proxy,
which would handle the webserver authentication then forward the page
request to the CMS.

You would want to log which user logs in from which IP address (in the
webserver) so you could match this to the logs in the CMS in case any
students go on a rampage/do anything inappropriate.
