I have found a useful program, lucidchart.com, that is free to educators. You do have to register first and there is a request part to use the educators version but it will do the user flow diagrams and a range of other diagrams such as site maps, venn diagrams,
fishbones, BPMN, ERD, Mind Maps, UI Mock Ups and network diagrams to name a few.

Once you have registered and they accept you are an educator (the .edu.au address is pretty well all the evidence they use), you can enrol your whole class individually or by uploading a CSV file.
