The cost of the solution would impact decision making with regards to the selection of the tools used, server space, software etc. As the textbook states it "might determine whether the organisation uses freely available tools or tools to which they subscribe".
It sounds reasonable.

time and money are listed as technical constraints in my textbook. i just went from that?

Limited time and money are not caused by technology, so I would classify them as non-technical.
Limited RAM, storage space, software compatibility issues, limitations imposed by networking protocols etc would be technical constraints.
