Yes, where ever there is a key knowledge dot point that says 'stages of the problem solving methodology' the intention is for students to get an overview of the entire PSM, because for that area of study they will be studying in detail only some of the stages. The introduction to every area of study will tell you what specific stages are being studied in detail, but students also need to have an understanding of the relationship between those stages and the entire PSM.
 
The answer to your question is also appearing in the Frequently Asked Questions supplement of the Bulletin (November issue). Make certain you read this issue carefully, because like the glossary, the answers can be used for assessment purposes.

In the new Study Design, Unit 3 Outcome 1, task 1, involves applying "stages of the problem-solving methodology".

The key knowledge for AOS1 also just refers to "stages of the problem-solving methodology". 

Yet the handout Paula gave out at the VCE IT implementation workshop says of AOS1: "Analysis, Design and Development stages of the PSM are applied".

Does this mean that evaluation is not required in U3O1?
