[Year 12 IT Apps] U3O2 - Ok to code entirely in Notepad?

The study design is fussy at times about software choices, e.g. the database
must be relational, the spreadsheet must be able to do vlookup, kids must
use software to create their Gantt/PERT chart, and in Software Design the
languages are pretty prescriptive, and the type of tool is sometimes
mandated (e.g. "use web editing or multimedia authoring software to...") but
in this case there are no mandated tools that I can find.
