One interesting snippet I noticed was in the sheet on TECHNOLOGICAL 
PROTECTION MEASURES LIABILITY SCHEME.

It says in part:
"An access control TPM [Technical Protection Measure] specifically 
excludes TPMs which control geographic market segmentation. This means 
that consumers will be able to circumvent the region coding TPMs on 
legitimate DVDs purchased overseas. It also allows for the continued 
availability of region-free DVD players. "
