I think the devil is in the detail: the question asks which is MOST likely
i.e. you need to prioritise the given answers which may all be correct. I
would regard Language as the most important - something our examiners and
text book writers seem to neglect too often.

I think answer D should read "All of the above" and be the correct choice!
Kindergarten age children need bright primary colours, simple and little
language, and a simple (preferably one level) navigation structure. As
opposed to adults who can cope with more sophisticated language but still
like colour and animations where appropriate.

But given these choices I would choose B too, most websites have colours and
many have animations - regardless of the target age.
